The unit coal train for the Portland General Electric plant at Boardman, OR rolls westbound through Kootenai, ID on a pleasant September afternoon in 1991. At that time the train loaded at either the Belle Ayre or Eagle Butte mines. The Boardman plant was completed in 1980 and can produce 560 megawatts.
